To meet the county’s growing need for affordable housing, CALC owns and operates several housing units to assist low-to-moderate income individuals and families in the city of Cheyenne and Laramie County, Wyoming:

  • The Key Transitional Housing (KTH) program offers homeless families the use of three single-family homes for periods ranging from six months to two years.
  • Smith Manor offers 18 efficiency apartments to homeless individuals. Twelve units are used as transitional housing for men and women in need of a home while they are in transition back to work. Six are used as permanent housing for individuals with disabilities.
  • CALC also helps people in need by renting four apartments along west Dell Range Boulevard to low-income families. Monthly rent for the three-bedroom units is priced around 30% below the average for Cheyenne.

Homeless Veteran Housing

CALC in conjunction with the VA and the Laramie County Community are building a Homeless Veterans Housing project that will house 8 qualified homeless veterans. Services include transportation, meals and case management. CALC will be seeking donations of time and materials to assist in the building of this project.

  • CALC received a grant from the VA for capital construction costs.
  • The housing is for eligible homeless veterans willing to enroll in a program offered to end chronic homelessness through case management, continued adult education and other services offered by the VA and CALC.
  • Tenants will have up to 24 months to take appropriate steps towards self-sufficiency. Each tenant’s progress will be monitored on an ongoing basis.
  • The project is a 4 unit, 2 bedrooms per unit, and apartment building for homeless veterans. Electric, heat and lighting will be provided. All units will be equipped with an electric refrigerator and stove, a dining table and chairs, two easy chairs and an end table, with a twin bed and a four-dresser drawer dresser in each bedroom.
  • A program fee will be based on a percentage of the veteran's income.

The Housing Department would like to thank the following organizations for the contributions that have made this project successful: A-1 Rental, AmVets, The Veterans Administration, The American Legion Post 6, FE Warren AFB, HomeDepot, Ingman Roofing, M & R Plumbing, Rabbitbrush Enterprises, KRRR radio station, Up With People, Cheyenne Evangelical Free Church, Sinclair Gas Station, Fort Collins Wholesale Nursery, Capitol Lumber, Sutherland Lumber, MayFlower Transit, Holy Trinity Council of Catholic Women, Cheyenne Regional Medical Center, Laramie County School Districts 1 and 2, WalMart, Safeway, American National Bank, Just Faith, Catholic Charities, Laramie County Community College, and multiple individual volunteers.
